The trees and bushes are instanced Bryce trees, the terrain from the High Resolution Terrains 1 set, the sky and ambient light by the Illhorn_SD_1280 HDRI from the Island 2 set, the fog material is from the Inclement Weather set (the bush from the Vegetation set, all available at Daz 3D), the key light is from the sun. After the long ascent through the thick fog finally sunshine with a view of the glacier.
On several my wanderings in the mountains reaching the top of the fog layer, a clearing ahead appeared showing the panorama ahead while the fog still remained on the sides. It has to do with the air current. That is what I attempted here. Staying down in the fog "soup" looks as the example image you linked looks.
Volumetrics are partly broken in Bryce 7 so I used a torus with a volumetric fog material and also added Haze from the Sky Lab (adjusting Base Height was critical).

Seems almost like a low hanging cloud. Nice trees.
