From the top of the sky to the horizon is an HDRI. From the horizon down to the bottom is 1 terrain for the waves. The forground wave material is from David Brinnens Pro materials for Bryce and is called Combers. Rendered with Regular quality (Normal Antialiasing).
Your sky is beautiful!! I think maybe...I would add more reflection in the water material might make it look wet....just an idea

Looks great. I had used the combers several times, too. Rather than reflection, I would suggest increasing specularity but you need a bright light source - either in the HDRI or the Bryce sun. Specularity for the HDRI can be a bit tricky to set.
