The colour give this a very nice feel. My qualms are with the water. It is too reflective. Also, where the water meets the wall, the waves are lost. This is, by the way, something I often have wrong myself. You would need a terrain instead of a 2D-face. Nevertheless, the overall impression is great. I like it very much.

I agree with Horo on the water issues. I would add that the atmospheric work is most impressive here. I really like the architecture. This overall coloring gives it a classic sort of feel, liikely resulting from some processing the original photo was subjected to. The haze is really the show stealer here, excellent hazing.

Good work! I mean really, the bridges and the buildings look convincing, as the textures/materials applied on them. Maybe with a touch more pronounced bump this pic will look even better. I echo Horo and Rashad about the water. Maybe you should put something to float there, an old boat maybe with a weak lantern and creepy gondolier. You can imrove the img, but even now I can sense the moisture. The sepia finish makes me thinks of H. P. Lovecraft's Innsmouth.

Thats what I like best about this site, constructive criticism. Much better than "Nice pic" or "Wow".
The water in this scene has given me nothing but fits, it needs a little surface disturbance to simulate slow tidal movement but when I reduce the reflection it doesn't look much like water. Perhaps that is due to the atmosphere.
There is no post work on this, except sig.
Any suggestions on tweaking the water are appreciated. Maybe a high-res terrain would cut down down reflection while imparting a more realistic surface effect.

ecurbsemaj - I see what you mean. If you reduce the reflection on the water it will most probably turn out like some cobble street. Try transparency instead of reflection. My experience is > 99 transparency and a bit reflection, e.g. < 1. It might not work here. Water usually is transparent - except for the river Ankh (Discworld), which is so dirty that you can almost walk on it.
