These are some very interesting results. I'm surprised at the crystaline look of the first render. The third render is particularly plausible. The second render seems as though it could be a coating of grime on top of a basic constructed material. I see what you mean with it but I think the the concept of this model does not agree with the material. This would look good on a differently shaped mesh.
IBL and volumetrics do not mix well at all. In Horo's image I would guess that the volumetrics will fail to shade properly. Even adding traditional radial and spotlights will not solve the problem. But I can only attest to my own experiences with volumetrics and IBL.

I'm such a dude I had to download and rotate it first to fully appreciate it. I'm most impressed about the cityscape itself and the crystaline mat. I'm less convinced about te other two. The camera should be near them to fully appreciate the material. I haven't experimented much with volumetrics in IB-light so I cannot confirm or deny Rashad's observations - but I keep them in mind.
Thank you gat for troubling yourself to help me get a better feel of decay on my city. This is highly appreciated and I'm very grateful. I think I could go for an easier solution since it is far away and in the mist. But we must not forget that idea of yours to go for volumetrics.

Thanks, if I remember right all of this were rendered with HDRI, but I could be wrong. The crystalline material is one that came with bryce I think, but I am not sure, it took the longest to render, because of the transparent material (its funny how I can remember, what took how long to render). Horo, if you want to I can zip the model and send that to you. Also, at one time I experimented with make a building out of positive and negative blocks. And then changing them to terrains through the edit menu. After that I eddited all of the terrains to be a bit more square, and I got some descent results. As well as placing a terrain over the city and setting that to negative.
Edit: Oh now I remember, I think that material was one of david's that came with bryce6.
