You could really do with some of Horo's water (uh that sounds iffy - what I mean is the water Horo used on his turtle images (sorry sorry)) anyhow, the water isn't bad - the background terrain needs some attention and a more suitable material applying - but I suppose it is mostly about the splash? Depending if you are going for the impression of a splash (then I'd say you are going in the right direction) or a photographic freeze frame - then I'd say you are going to have to invest some time in metaspheres - to get the right effect, if that is the route you want to go down then consider google images for source material and set about modeling the splash in isolation from your scene and import it in as an object when you are ready to render. Oh and the red things in between the eagles legs - I should loose them they look a bit dubious.

Remark

Since this is declared a result of a tut on splashes, I didn't comment on this one when I've seen it first. One additional observation to suggestions already given, is this:

The shore should be further away. It disturbs the appearance of the splash at right as seen by the observer. It took a moment until I recognised the splash as splash and not a feature of the shore.

I will try to fix those little details, and also and some circular water riples that I learn from another tutorial, and Davidbrinnen, I'm not really sure what the red things between the eagle's legs are I'm guessing is the reflection from some under water weed I used under water.
